Where do abandoned pets go?

According to animal advocates the New York city Health Department fails to fund services for stray animals and as a result of that broken promise many animals die every year. But if you think about it the problem goes beyond space and food for these animals. Is there anything we can do to stop people from abandoning their once wanted pets?
